No Parking. But when, exactly?

I’m just not sure about this one.

To me it says “No parking between 7:30 to 16:30″. Should it not be and? Or maybe they mean from rather than between?

Yes, we understand the message, but some part of the message is lost when it becomes an effort to read.

When exactly is 16:300? I would very much like to know.

It’s obviously a lesson in reading comprehension – *my* reading comprehension.
